This is total speculation, but Psycho got its "R" rating in 1984, the same year "PG-13" was created. Not sure which one came first in the year, but there was a lot of discussion around that time about the level of violence in "PG" films, so maybe they erred on the side of caution, so-to-speak...

This is nit-picky compared to the mono track being a mixdown, but Universal's version of this scene sure is a sloppy edit.
And if the video AlexNH posted above is any indication, the remix isn't even timed right on the extended Arbogast scene. His scream comes way later than it should, and the music seems to be looped differently.
It apparently worked on the Turbine Blu-ray (though I haven't seen/heard that one).
And in any case, it would have fit the regular, whatever-we're-now-calling-the-version-we've-known-for-60-years cut just fine.
