I believe that's correct. Roddenberry was known to criticize the films, and Meyer's work specifically, because he felt that they had made Star Trek too militaristic. Maybe that's ironic since Roddenberry often liked to cite Hornblower as an influence on the original series :)
I guess I just don't see that as such a horrible thing. It's been going for quite a very long time now, so if it does end up dying then, hey, they had a pretty good run while it lasted.
Not to speak for anyone, but I think the idea is that absence will make the heart grow fonder. It's a good point about L&O being so persistent but that might be an exceptional case.
