I'm pretty sure it's just the comic book. The crazy thing is that the adaptation is only three issues so they had to cram an entire movie into under 75 pages and they still took the time to explain that.
People can feel any way that they want but I would say that's the correct interpretation of the situation. And it's not just the 1930's because I think it's even arguable that the majority of the audience wouldn't have been as grossed out in 1981 as they would be today.
