    Nope, apparently they tried to get Peter Fernandez in to do the voice (they found Connie Orr), but when they couldn't they went with Billy. Now, mind you take this with the grain of salt that you take every internet story, but I don't see why it would have been made up.

    If it's just the violence and car crashes, that wont cause any issues to keeping the dubbing in sync. A crash is still a crash, regardless of what language it's in, and can be easily edited around. If there are dialog scenes that were cut - well, that gets a touch more difficult to work around...
