He doesn't have a name, but when the closed captions are on and he speaks off screen, he's simply named "SENATOR:"

I don't know... give Mads the same bleached out haircut, and the same eye contacts (or digital "enhancement" as the case may be) and I think he would have a similar enough look to Depp's look in these movies to pull it off. Mads' voice is a bit more distinctive, though.
And, CinemaScope was going to be a licensed product from Fox at the time. Paramount was not about to pay Fox to use it, going for their own VistaVision instead - which didn't premiere until '54 with "White Christmas".

Besides the extra "VIEWER OFF!" and the "oh my God" - both from Kirk, the only other noticeable trim was while going through the cloud. There is a cut that can be heard in the music too. After years of listening to the soundtrack, I notice a jump in the music at one point in the DE. I forget...
I agree that Paramount seemed lost in what to do. The fact that there were 3 different plans for a Trek movie at the same time proves that lack of vision and a lot of potential waste.
However, it seems that what Emma Watts is doing is possibly trying to find that vision - or, at least a focus...
