I vote for The Rockford Files (1974-1980). Jim Garner is great in everything I've seen, big screen or small.

Runners-up would have to include:

NYPD Blue
Law & Order

I was a huge NYPD Blues fan until I saw Homocide which is much much better than Blues. I also really liked New Yok Undercover.
