It's because Marvel is popular and people are willing to pay that much. I don't think that's it. DeepDiscount is significantly cheaper for both this title and Agents of SHIELD (which streets the same day). Right now, the Target one (with the additional content) seems to be leading at $19.99, per their upcoming print ads. Yes, my grievance is with Amazon.com and Disney in the States. Amazon EU S.a.r.L. (the division of the company that handles Amazon sites in Europe) has always been very good to me, especially with VAT removal and competitive shipping prices (country to country). Still, it's true that Amazon UK is the way to go for this film. I have it in my cart (final order is pending a few other releases), but it's been a static £11.66 (excl. VAT) for a while now, equating to $19.00US. If you don't have the first movie, a Double Pack of both Captain America films is also available for £15.83 (excl. VAT) = $26.11. Both are marked as region free.
Add shipping to the U.S. (I realize you're in Australia) and the price goes up to over $25. All of a sudden not such a good deal.
