what are the major differences between the two versions? any differences in PQ between the two?

the CE can be had for under $10 shipped, while the UE is over $24. if there is a difference in PQ, i would consider the UE, but if it is the same transfer, I'll buy the CE and skip the extras.

There are no "extras" on the UE that are not on the CE.

Just a different packaging, possibly the inclusion of
a pan-and-scan version with the features spread over
two discs) or I would've upgraded myself.

I don't exactly remember the specifics, but I do remember
looking at them when Univesal was going through its
"ultimate edition" phase, and remember thinking,"They
didn't add any more bonus materials that aren't on the
CE."

I have the Collector's Edition, and I can say
every thing listed listed on Disc one, plus
some of the bonus features on disc 2 (the full frame one), of the UE are included on the CE
DVD:
"Hugh Grant's Movie tips"
"Music Highlights" (which is a way to find the songs
in the film, basically)
"The Travel Book." is on the CE DVD.
"Deleted Scenes" is on the CE DVD.
"Production Notes" is on the CE DVD.
"Theatrical Trailer" is on the CE DVD.
"Cast/Crew Biographies are on the CE DVD.


So, it does look like you miss out on the
"International Trailer," the two music videos,
the "spotlight on location," "walk through Portobello Road"
and "making of."

"Hugh Grant's Movie Tips," contained both
on the CE and UE does serve as a funny little
making of featurette.


So, if those others are worth the money difference...
Also, worthy of mention, is the inclusion of DTS on the
UE. hmmmmmm
