His account doesn't strike me as being terribly implausible. Anyone coming in to discuss the matter would know that he was protected by privilege, so it isn't like he was confessing to some random stranger who could get him caught. Some serial killers do at least flirt with the idea of stopping and even turning themselves in. They almost never do, of course, which would also be the case here, if Tarbox's account is true.
