Why are we even debating this, it isn't really important, and not really worth discussing. The rapist is caught and Dog will likely serve time, and that is just the way of things, nothing we can do to change any of it.

As you can see the Mexican government doesnt have that great of a track record of tracking down fugitives, and the last 4 links are the very first 4 links on the Google search page, one fugitive there 4 years, one 17, yet until the FBI or some government agency went there Mexico really didnt get involved, some on the FBIs Most Wanted List also............................

Doesn't sound like they're trying to hide or harbor or protect him.

Likewise, Canada does not actively try to hide or harbor or protect American criminals, but there are countless stories of those who have fled the US and lived up here for decades under new identities. It's not because we're lawless or evil, but simply because they're not doing things to make themselves conspicuous and therefore not drawing anyone's attention. Eventually they get a parking ticket or there's an issue with their taxes, and that tiny little slip leads to their new identity crumbling and their eventual arrest.

It's the same with Canadian criminals that flee to the US. If they keep their heads down, they're relatively safe.

I was flipping through the tv the other night and dont know why but stopped to watch part of a Micheal Moore film, not sure which one it was, but he was going around I want to say Toronto and just opening people's doors because everyone keeps their doors unlocked, according to his movie.

I'm in Toronto, not the nicest part and not the worst part (my street is notorious for after-hours boozecans, but we never hear them because they're generally very quiet and polite and don't like to disturb the neighbors -- though someone was killed at one about six months ago). I think they were wandering around Windsor, across from Detroit, in that section of the film.

"Luster's arrest came in dramatic fashion early Wednesday morning while a legal liaison for the FBI was en route from Guadalajara, Mexico, to Puerto Vallarta to follow up on a tip from an American couple.

The couple had been in contact with Luster while on vacation, according to FBI Special Agent in Charge Ralph Boelter, and identified him while sharing vacation pictures with a friend. The couple then contacted bounty hunter Duane "Dog" Chapman and later the FBI, Boelter said.

Chapman found Luster first and was arrested along with four others, including a television camera crew, who were traveling with him."
