HDMI pre-pros are over your budget by themselves. Unless you buy used. And the only ones you are likely to find are Onkyo/Integra. The HDMI 1.3 pre-pros are routinely found for $650-$950 on the used market. The HDMI 1.4 are $1000+. Here's a good one...and a bargain...
