I guess I thought that the base ten numbering system was 0-9 not 1-10. So therefore the first decade would have been year 0, day 0, hour 0, minute 0, second 0, and then ended on year 9, day 365, hour 23, minute 59, second 59. To include the full year 10 would actually be almost 11 full years...
I think that reading back to post #42 of this thread, I would disagree. As stated 1930 is not part of the "roaring 20s" just as the year 2000 was not part of the 90s. So 2010 is not part of the 2000s
