They've already said that they're going to plan a little more ahead when they do next season. While I think their luck ran out this year, I don't think making it up as they go is all bad- Season Three was planned ahead (as much as 24 gets planned anyway) and Seasons Four and Five weren't planned...
Beyond changing the locale (which could be cool) and thus the cast, how much can you really change the show? Jack is still going to be stopping the bad guys from doing bad things by kicking their ass. It's not like he is going to be stopping crime by heading up a crime scene investigation unit. :)
