It was filmed, so yeah, it could be released on Blu-Ray-but it would depend on the sales of the thing, and if there's enough fans to justify CBS doing so. The thing is, aside from Star Trek: TOS, I don't think that there are. Especially not for the extras the OP wants to see on the discs.
