I think doing that now would really undermine the significance and impact of this being Sam's film, not to mention mess with the perfect ending that Steve got. I'll be surprised if they pull that rabbit out of the hat right now.
Reshoots, in and of themselves, aren't that unusual. Getting a new writer to do them instead of having the original writers handle the new material seems like a much more unusual and drastic step.

It is. I'm not sure what Jerry is looking at but Deadpool is the only Disney-produced Marvel-based movie set for next year. (I think Sony has some from their Venomverse, but don't really pay attention to those.)
Anybody who has read my posts for any significant length of time should know I love the MCU. But I feel my fandom being strained recently because I haven't loved anything from them this year. Fingers crossed that whatever they're changing with the extra time is going to make the movie better...

There's nothing for Elliot to come back to because Ang Lee's Hulk is not considered canonical to the MCU. So Hurt was no more a recast than Andrew Garfield or Tom Holland were when they started their franchises separately from the prior films.
I don't love the idea of William Hurt being recast. I still think they should just create a new character to serve the same function as Hurt did.
However, I've got to admit Harrison Ford in the MCU is pretty cool.
