I think I messed up the order of play. I liberated the entire first island before continuing the message in fire and Armour recovery missions. I had to swim around the Kaneda fort, which I had liberated earlier, and start Act 2 from the other side of it. I couldn't find a way through the fort...

I'd say that this is the best game I've played in quite some time. The combination of game play, visuals, sound and storytelling has been pitch perfect.
