    Not really. I get pretty good speeds on my PS3 download times, so I'm guessing that perhaps you hit the server fairly soon after the update came out? That's usually the heaviest traffic time. I tend to wait a day or two after the updates to perform the update.

    There is the possibility of using USB storage devices, but if you're comfortable doing it (and it's supported by PS3 and is in the instructions) you can simply replace the 40GB HD with any number of 2.5" SATA HDs (the kind that go into laptops). Those go up to 200GB at 7200RPM, and 320GB at 5400RPM.
