I've borrowed a Region 4 copy of Moulin Rouge from a friend at work, and I've had chance to examine it both on it's own merits and relative to the Region 1 version.
The good news on the region 4 disc is that the DTS soundtrack is in sync, as is the DD 5.1 track.
