I have a 700 receiver, and as others have said, this is normal. Sometimes I dim out the front display so I don't know what the volume is and I enjoy it whatever the number is. The way Onkyo sets up their volume bothered me a lot when I first got my receiver as well.

If you are not seeing any improvement, DON'T KEEP IT! That seems ridiculous to spend that kind of money for nothing. If you want a line conditioner, buy a cheaper one and maybe buy another amp, more speakers, or do some room treatment with the money difference. I think you will see more...

I would get a little bit better receiver if you are spending that much on speakers. Think about it - a $300 receiver with $1000 speakers - sounds like a mismatch to me. If I were you I would at least look at the 600/601. For speakers, Paradigm, no doubt.
