The disc from the Frank Capra box is a much better transfer and there are no drop outs like in the original stand alone disc Columbia released in 2003.

I don't have my stand-alone disc anymore, but I can check the disc from Capra set tonight.

I have both versions so I finally got around to checking. The standalone does indeed have some sort of black screen dropout around that timestamp. The Capra collection version does not. Now having done the quickie A/B comparison, the print difference between the two versions is night and day. The Capra collection beats the crap out of the standalone.

How about the version in the "Columbia Pictures" Best Pictures Box Set? which version or is it a new one?
