What do I need to hook up to watch sat tv without turning on my reciever . just the rca cables ?

AFAIK the 663 passes nothing through unless it's powered on. If you want to watch TV without the 663, you'll need to connect the SAT audio and video directly to the TV...and make sure the TV's speakers aren't muted.
