if i bult a sono sub witch sub is beter for it? size dont matter for the encloser just is the 15" SAL-PB15worth 50 bucks more than the tempest?

Id go with the tempest. Everyone else loves the tempest. Might also want to consider the 15" dvc from Parts Expres.

I'd stick with the Tempest, it has a slightly larger Xsus, and will handle more power (thermally).
