According to TPM script, the Sith warred amongst themselves and were thought to be destroyed. The remaining Sith decided that in order to avoid internal conflicts there would only be two Sith at any one time.

For that to be the case then Sidious would have to have taken on a new apprentice immediately after the demise of Maul. So is this new apprentice just waiting in the wings for his call? How does one go about applying for this position? Is there some kind of a Sith Lord nursery?
It would make more sense if the Sith eliminated the Jedi first, then fought each other for final Leader/Master!
Not really. What would they say? "I hate you and I plan on killing you, but let's kill the Jedi first."

Of course, in subsequent films, Lucas could quite easily CHANGE the 2 sith rule, and simply declare the change was what he wanted all along....

Spoiler:It is believed that in EII Darth Sidious and Darth Tyranus/Count Dooku (Christopher Lee) are the two Siths, with Sidious being the master and Tyranus the apprentice.
This will continue to be the case until sometime in Episode III, when Dooku will be killed off somehow and Anakin/Darth Vader will take his place as Sidious' apprentice. . .
