Why is The Cutman Caper not in the syndication package for Police Story? (1 Viewer)

I can see why "The Return of Joe Forrester" isn't included in the "Police Story" syndication package as it was a backdoor pilot, but why is The Cutman Caper missing? Luckily my local library had Shout Factory's Season 2 and Season 3 releases so I've now completed the whole series. I had guessed there might be some inappropriate language in Cutman Caper but I just finished it and it's fine.
