Why does power up sequence determine Audio output?? (1 Viewer)

I have a Yamaha RX-V573 connected to a Panasonic TV (TC-P42UT50)via HDMI(ARC).
TV input (HDMI-2 ARC) to the receiver HDMI(out).
The original source signal is from a Cisco HD Box connected to the receiver HDMI-2.
TV speakers are set off.
If the Receiver is powered up before the TV there is no sound (from the receivers attached speakers) otherwise the 7-ch sound is great.
How can I fix this so that the sequence of power up is irrelevant?

Probably the CEC(which is how you get ARC) thinks you don't know what you are doing.
Turn the ARC/CEC off.
