Why does my DVD-ROM playback look like this?

There seems to be some weird interlacing problem with my DVD-ROM performance. I'm using Win-DVD 4 for computer playback and for some reason when a scene makes any sudden movements up, down or sideways I get a picture that very briefly looks like these two screen captures. What is happening here?

    I have Windows 2000
    128 MB RAM
    750 mHz athlon

Are those pictures from the same DVD?

Some DVD movies are encoded incorrectly, thus flagging themselves as the wrong video type, resulting in the artifacts you see there.

Try another DVD that is known to be encoded correctly (like Fellowship of the Ring, X-Men, and other quality movie releases...see the HTF Software Forum).
