Which is the best steering wheel/pedal set for PSX under $100? Under $50? Where to buy it?

The Logitech Driving Force, easily. Just make sure you get the "Driving Force" it has a joypad and PSX buttons on the wheel's face -- instead of the older "GT Force," which is just a takeoff of an older PC wheel.
