In stores the box set is 200 bux on ebay they have a 4 disc set that only 40 bux? What the difference is it VCD, bootleg, bad quality?

Yes, it is a bootleg.

If it's R0 with Chinese and English subs it's a bootleg 99% of the time

If it's not in a keepcase or jewel case, it's a bootleg (with the exception of a few R1 issues)

It is almost certianly bad quality as well

On Ebay = Bootleg

That is generally the rule when shopping for anime DVDs.
