What do most of these pre/pros and receivers that allow for 7 speakers do with the rear two speakers with a DD or DTS 5.1 signal??

Do they manufacture a false rear channel signal, or do those speakers sit silent??

Depends on the mode you put them in.

If you leave 6.1 decoding on then they will decode the in-phase surround channel material on any 5.1 track (DTS or DD) and route it to the center back speakers.

Some components allow you to just duplicate the left and right side channels in the center back left and right speakers when 6.1 decoding is left off.

Lexicons operating in 5.1 or DTS Logic-7 mode generate a stereo signal appropriate for the situation at hand.

Pans which would normally go from front speakers to the surrounds seem to pass by the side surrounds and end at the rears, while persistant ambient noise comes from all four surround speakers, and THX-EX encoded surround back comes from the rear pair.
