I completely agree with this. It applies in other situations too, where occasionally I have gotten codes from DVDs, which are SD, and if I want to have the HD copy it's full price, which has always seemed fishy to me that there is no way to upgrade at a discount. They would probably sell more downloads if they were to offer flexible pricing in situations like this.
