I read a press release from toshiba saying that 480i and 480p are upsampled to 540P on the new toshibas. Toshiba said this permitted them to use the same focus as 1080i.
Now this may slightly reduce scan line visibility from 480P, but will it introduce picture artifacts?

There won't be any way to tell for sure until we actually get a chance to see them, but I am going to go out on a limb and say that Toshiba would not have don this unless they really believed it improved PQ. Of course, it may be just like display model torch mode, looks good in the store, terrible in your home.
FYI, the new model #'s are 42H81, 50H81, etc. and the old are 40H80, 56H80, etc. The "TW" prefix has not been used for 2 generations.

i've seen the SharpVision set that does the same 540p and noticed no degradation. the SharpVision also allows you to view 480i as either 540p or 1080i with a push of a button on the remote. i couldn't tell much difference between the two, tho.
while i haven't seen the Toshiba, seeing the good results of the Sharp lets me know that it can be done well.
