I have an extra center channel lying around, and also have a TV. Now, I figure that I might be able to just hook the line out on the TV to something like a cheap monoblock, and use that to power the speaker. Would something like this work, or do I need a receiver?

It will work but you'll need some type of volume control somewhere. If the TV doesn't control the volume on the line out jacks then you'll need a volume control on the amp. If you pick up a cheap receiver you'll have a remote to control volume.
