My Toshiba 32" S-Video input is busted. If you jiggle the wire, it works for brief moments but its black and white now.
Anyone know if this is expensive to fix? Maybe I can get someone to come out to fix it.

Try a different cable, it could be that instead of the TV input jack that is at fault.
If the jack is broken I would guess it would cost at least USD 100.00 to fix, likely more if the serviceman has to come to your home.
Often the jack itself is a custom part soldered onto a circuit board. Sometimes a serviceman can fix it more cheaply by using a generic jack that hangs outside the TV on a pigtail wire that in turn connects to the circuit board where the broken jack used to be.

    Yea, I swapped cables.

I think it may be time to shop for a new tv to replace it. Hmm, a 27" HDTV sounds like a decent replacement.
