Yes, they disable your audio and subtitle buttons so you can only use the menus. You don't get the option of Japanese w/English subs.

Is there any way to get around this on a HTPC? (E.g., Some kind of software to re-enable buttons that are supposed to be disabled?)

I just checked my disc and you can watch in Japanese DD 5.1 with the English subtitles! Unlike many HK discs that will play all regions, this one IS Region 3 and will not play on R1 machines. Also, keep in mind that this is cheese but I felt that it was one of better recent Godzilla films.
