I wanted to know if there were any HTiB with THX certification. If not, what is a good reciever for around 700 bucks that does have THX and the others too.

If you're looking for specific recommendations for receivers, then post here. Basics is for general discussion at the beginner level.

Onkyo's TXNR801 has THX select certification, and is one sale for $799 through onecall.com.

Now that the NR801 is out, you may be able to find the TX-SR800, last year's model, for even less.

Why is THX important in this case?

Well - in that case, THX is definitely not where you want to be. Companies have to spend quite a lot of money to get their units THX Certified. THX modes are just additional modes in the DSP, they dont help with the sound processing, they're not an amp section, probably not what you want.

I wouldn't say THX is definitely not what you want, but there are plenty of very good choices at $700 that are not THX select. My receiver is THX select and I never use that functionality. There is nothing wrong with having THX capability, but starting with that as the basis for your search may be the wrong way to approach the purchase.
