There is no relationship between Powerhouse/Indicator and Arrow. And, quite frankly, I don't think the packaging is all that similar. I've bought a significant amount of titles from both labels. They don't even ship from the same location.

Note that for those that might be interested in the movies only and not the extra contents in the box, the individual discs can be ordered as part of their current 5 for £40 sale. I went this route a while back.
