It's an Ice Pack. The kind that just needs to be mashed around to make cold.

I always thought it was a heatpack. The kind that you have to bobble around to create friction and make it hot.

It would seem more likely to warm cold hands then to cool hot ones. Remember, they were in Chicago and most of the policemen were wearing trench coats.

Nope, it's an ice pack. The guy had hurt his hand in the fight, and the ice was to help bring down the swelling.

I thought it was a heat pack. Kimble is a surgeon and needs his fingers to be dexterous. Gerrard doesn't want his hands to get cold or frost-bit.
