The difference between Taxi and Cheers (which was produced mostly by people from Taxi, like the Charles brothers, Jim Burrows and Sam Simon) is that Taxi is about hopeful losers while Cheers is mostly about hopeless losers. I mean, there's some hope in Cheers, but most of the characters are people who are in the bar because their lives have already peaked (Sam), because they can't get a better job (Diane), or because their lives just totally suck (Norm, Cliff). The Taxi characters are losers, but they still have some reason to hope that things will get better. It's that little tiny bit of optimism that probably comes from Jim Brooks (who also combined cynicism with optimism in "The Simpsons").
