I didn't care much for this but I know it has a lot of fans and I also know that the current UK and R3 releases are far from satisfactory. Unfortunately, the wording of the last paragraph ("The disc is designed to be compatible with UK NTSC players which have Progressive Scan technology") leads me to suspect it will be region encoded for R2, which still leaves North American viewers without region-free players out in the cold (except for the VCD).

Actually, they say it's going to be R0, like all Tartan discs. I wonder if Toei will allow this. It seems they realize how many US customers are out in the cold, and are trying to tap the market. The reason why they say "UK progressive scan" is because PAL has no official progscan standard

Not all Tartan discs are R0. Some are even mislabelled R0 on the packaging when they are actually R2. I have heard -- but can't personally verify -- that the original PAL release of Battle Royale was R2 when it was advertised as R0.

The part that confused me was "UK NTSC players" -- the use of "UK" seems redundant if it were an R0 disc.
