I have Fios at home... no pay by the gig. It's unlimited. That's why they throttle.

I am running Fios Quatum, to be honest I am not aware of throttling and I have wondered if it happening from time to time. I am getting 150mb/sec download and upload.

Your upload and download speed is fine. It's just downloading specifically from the netflix domain. They're throtting the specific site, not your entire connection. That's why if you go though a VPN, they don't see that you are connecting to netflix because the whole connection is encrypted. That results in a full speed connection to Netflix.
