Because all of the pre 1970 stuff is owned by Allen Klein (ABKCO), not the Stones. If Klien wants to release any NEW material from that era - the Stones will have to approve the release and ABKCO must negotiate a new royalty rate with them.

A bit o' history - Allen Klein hates to re-negotiate royalty rates. He owns the entire Cameo-Parkway catalog (Chubby Checker, Dovells, ? and the Mysterians). Back in the 70's a judge ruled that artists were owed royalties due to being ripped off in the 60's. Any new release/reissue would have to be negotiated with the artists. The Cameo Parkway catalog has never been available on compact disc. Klein is waiting them out.

As long as the Stones (and/or Allen Klein) are alive, you'll never see unreleased Stones stuff from the ABKCO era.
