Apparently the Audio Commentaries for the episodes were dropped at the last moment, due to a dispute between Matt Stone/Trey Parker and Warner Bros. Warner Bros. asked them to edit some of their comments, that reflected badly on the studio. Matt and Trey declined to do so, so Warner ditched the Audio Commentary.
Matt Stone commented on the dropped audio commentary with the following: "Trey and I simply love the sounds of our own voices too much to let this happen. We also believe in a little thing called the First Amendment."
The current plan is to bundle a 5 CD set with the Audio Commentary along with the DVD set thru Comedy Central's Store. Unconfirmed reports state that people that buy it at retail, should be able to get the CD set for the cost of shipping and handling, by sending in their Proof-of-Purchase.

I have often wondered why someone didn't do this for
some silent films that got bastardized, like Chaplin's
The Gold Rush. Just pop in a CD of
the complete score and start
it at the same time as the DVD, and walla!: Chaplin's
misguided narration would be gone.
I can understand Warner Bros position, but they should
know better than to try to censor Parker or Stone.
If they don't like what Parker and Stone say, sell of
their distribution rights to somone like Image, Rhino,
or Anchor Bay.
