Just out of curiosity how would this sub perform in a 200 + liter enclosure? High power requirements? I assume the low end would be sacrificed. Any advantages to this design and has anyone built one?

I don't know of any passive radiators that will tolerate the downfiring or upfiring posistion because of their high moving mass. To do a PR in a sonotube, you would have to use the tube laying on its side which would take up a lot of floor space. For this reason, I don't think you will find too many people who have done this. PRs work best for getting a low tuning point in a relatively small enclosure.
