Software to make photos into cartoons (1 Viewer)

Well, the title says it all. I have a "Watercolor" filter in Photoshop that flattens areas of color in a photo to make it look more "painterly", but are there any kind of "Comic book" software apps that do a good job of making cartoons out of photographs??

HERE is an article that explains how to get close to a cartoon look with Photoshop filters.

Basically, what you want to do is get all the color in one layer and blur it, and reduce the color depth to give it a cartoony feel (add a halftone effect to give it a newsprint look if you want). And then capture the photo's edges in another layer and make it transparent and overlay it over your color layer. I used the now defunct Microsoft Image Composer to come up with this picture of my unhappy self:


The "stamp" filter worked really well for me in drawing the edges.
