Shopping Provider Network (Secret Shopper) Scam???? (1 Viewer)

I ran across a Moster.com add for the Shopping Provider Network . I know that Secret Shoppers is a legitimate business because management was scared to death of them at a chain retail store I worked for. This company wants you to pay them $25(one time fee) for a list of business contacts. This company kinda sounds like a scam, but maybe im wrong. Is there anyone out there that has done this, it sounds like a good way to make a few extra bucks and get some free stuff. Like allot of other things it could be to good to be true.
