I had to send a driver I purchased back for warranty replacement. It cost just under $40 CDN to ship it back to where I bought it from. Then the place I bought it shipped the replacement back UPS Standard. It gets here and there is a $31 Brokerage fee on it. So to get a driver replaced under warranty it has cost $70CDN.

Can UPS charge brokerage on what is essentially the same driver twice?

If the package was sent outside of Canada, yes. The would have the brokerage fees going into the country of the warrenty and then the brokerage fees for entry back into Canada.
