This is extremely troubling.

Apparently, as long as you sign out of the Hotmail account when you are done with it and do not select the "Keep Me Signed In" option, you shouldn't have to worry about someone stealing your cookies. However, if you sign in and leave your account open all day, you're more at risk.

You also can't just close your web browser because it won't erase the cookies. You must click on the "Sign Out" button.
