When I first got a Blu-ray player back in, I think 2012, we were in the middle of a DS9 DVD watch then, and I was appalled at the way it looked on this new player. It was slightly sharper, yet it stuttered on certain scenes.
It took me a long time to figure out, but it turned out that there's a setting on the Sony Blu-ray Player in "Screen Settings" called 24p BD Output on HDMI. It had been set to Auto, but the stuttering is completely fixed when set to OFF.
And the DVD version, played through the Blu-ray, surely looks better to me than any network version I can get through Amazon or CBS All Access.
One other thing I recall is that each season of both DS9 and VOYAGER got incrementally a little better image-quality-wise than the prior season.
