Since Saludos Amigos only 42 minutes long, and maybe a quarter of that is 16mm live action footage, it doesn't quite feel like a movie to me. In any case, it did get some subsidies and loan guarantees from the gov't:

Although I mostly agree with Josh that the last part of The Three Caballeros has a bit much of Donald going crazy for the gals, at 71 minutes (longer than Dumbo) it does feel like a real movie. And the animation is wonderful throughout imho with some really imaginative things, including the sequel to the Fantasia "Mr. Soundtrack" that had me laughing quite a bit. The penguin in the bath thing was fun too. And as with other Disney animated titles it's been restored to the point where it doesn't always look "film like," but it's often visually dazzling in Technicolor.
My 2 cent ratings: Saludos Amigos: C, The Three Caballeros: B-
