How does one rip the audio from a MPEG file, turning it into a WAV file, (from there I'd turn it into a MP3 file?)

A nice group of people pointed me to a few of sites:
VCDHelp for plenty of helpful hints of making all sorts of A/V files.
and
VirtualDub for the ability to rip the audio from MPEG files.
and
r3mix for how to make some killer VBR (variable bit rate) MP3s for CD quality MP3 encoding.
